What does China have on Dean Phillips?

Not too long ago, Dean Phillips seemed like he was on board with holding China accountable for their role in the COVID-19 pandemic.
But today Phillips proved he’s all talk, no action.
In a resolution on the House floor, Republicans tried to hold the Chinese Communist Party accountable for recently carrying out cyber-attacks targeting COVID-19 research, but Phillips blocked the vote.
Why won’t Phillips get tough on China?
Is he being blackmailed by the Chinese Communist Party?
