Would Tom O’Halleran pack the courts?

Joe Biden was is in Arizona today avoiding answering the question on whether or not he would pack the Supreme Court if elected.
Biden said today: “You’ll know my opinion on court-packing when the election is over.”
Since this is something O’Halleran would vote on if reelected, does Tom O’Halleran support adding justices to the Supreme Court?
