Is the Rouda campaign throwing away ballots?

Harley is posing an absurd question to the press asking if “was there an intent to throw away the Dem ballots” at these perfectly legal ballot boxes set up at California churches and other locations. 

So, is Harley throwing away Republican ballots at his ballot hubs? (which is the exact same concept of Republicans’ ballot boxes) 

Why do you only trust Democrats to ballot harvest, Harley?
