BREAKING: Cuellar votes to block his own border bill

Henry Cuellar just voted to block consideration of his own bill to secure the border. 

If Cuellar is actually as “frustrated” as he says with his own party and the border crisis, why on earth would he vote to block his own bill to secure the border?
