Why did Cuellar skip Washington’s Birthday parade?

Politico reports that Crooked Henry Cuellar skipped Laredo’s annual Washington’s Birthday parade for the very first time last weekend. 

Why would he do that, especially if he claims “people have not brought up” the FBI raid to him?
